Can this replace an IPA or HFE letter?

No. It is for scenario planning before you commit. The actual loan amount you can take, eligible grants, and HDB or private affordability are determined by your bank's In-Principle Approval (IPA), HDB's HDB Flat Eligibility (HFE) letter, and the final IRAS assessment on your stamp duty documents.
